Mill Creek performed a Retrospective Analysis and Performance Specifications for FFE-LVS on 15 DOD projects for Phase I of this project. Our team created a customized database that included 122,000 lines of analyzed data, each containing more than 20 unique data points—a staggering 2.5 million cells of data. The outcome of this analysis was to develop common salient features for each JSN across all DOD projects with a minimum level of quality.  Phase II & V consisted of writing performance-based specifications into the CSI Divisional Master Specifications for each of the JSNs, utilizing the data from Phase I, and to deconflict the specifications with other databases. More than 50 CSI specification sections were written covering more than 1300 JSNs. These specifications will be applied to all DOD healthcare projects to provide the Military Health Systems with a more consistent delivery of the initial outfitting commodities and a common baseline of quality and cost for the items.
